The main reasons are:
- They under resource the SAR Teams
- Most staff do a really good job but it is not a long term career
- The way that systems have been implemented means that a lot of the needed data may be held across multiple systems
- Left hand/right hand do not always work with each other
Ten years ago it was difficult but seemed to be manageable.
